Court documents reveal that Stefan Halper, the CIA asset who set up Carter Page and George Papodouplos for FBI surveillance, was busted for crack cocaine possession, among other charges, in 1994.
The first document shows that on July 11, 1994, Halper was charged in the U.S. District Court for the Eastern District of Virginia with Possession of Crack Cocaine, Failure to Comply With a Traffic Control Device, and Operating [a Vehicle] After [License] Suspension:
