Immigration is a very fragile, touchy subject of negotiations inside, and outside of the beltway. The swamp wants to continue business as usual. The populists, and the Trump administration want to fix the huge problems left to us by previous administrations. Lindsey Graham is not necessarily representing the Trump agenda on this issue and he’s paying the price.
