Richard Seeborg, a federal judge for the Northern District of California ruled against the Trump administration Wednesday, blocking a question on citizenship to the 2020 census.
Judge Seeborg, an Obama appointee, said Commerce Secretary Wilbur Ross fell short of offering a valid reason to add a citizenship question to the 2020 census, claiming it “threatens the very foundation of our democratic system.”
“Secretary Ross’s reliance on Voting Rights Act enforcement to justify inclusion of the citizenship question was mere pretext and the definition of an arbitrary and capricious governmental act,” the judge wrote in his ruling.
