The night of the 2016 presidential election, State Department employees in the U.S. Embassy in Kabul, Afghanistan, where it was already morning, were preparing to celebrate a Hillary Clinton victory.
As Politico reports, the basement was “dominated by State Department employees, who are officially barred from political activism while living abroad but tend to support Democrats; some, anticipating a Hillary Clinton victory, were even calling the occasion a party. On the wall hung a Donald Trump piñata.”
As the news started coming that Trump had taken a big lead: silence. The cover band that was playing packed up and left. Some Clinton fans stepped out to smoke; uniformed soldiers and veterans who were Trump fans remained.
It shouldn’t be surprising that the State Department employees were excitedly anticipating a Clinton victory; that result would guarantee they would keep their jobs, as opposed to being dismissed by President Trump after a Trump victory.
Indeed, Trump’s 2018 budget proposal included a 33% cut in funding for the State Department. In February, Secretary of State Rex Tillerson fired much of the seventh-floor staff, who worked for the Deputy Secretary of State for Management and Resources and the Counselor offices. Ambassador Kristie Kenney, the Counselor of the State Department, was let go; her staff was told that her position would not be filled in the near future.
The State Department has been functioning like a private entity for years; as recently as 2016 it thwarted the efforts of the Department of Homeland Security to deport immigrants back to China, Guinea and Liberia, as well as other countries.
